place a lot of the rivers have frozen and now they are starting to melt and we have that big threat of ice jams as we are going to be seeing significant rain move into the northeast over the weekend. flooding ice jam flooding happens very very quickly behind any of those ice jams that are not being able to get through down the rivers. here is the big mess going through. rain across the southeast. rain in towards the northeast. it's not snow. in fact, there might be a little bit of snow around the great lakes. for the most part it's all rain for anybody. snow on the ground melting, not good news obviously for the ski resorts. the southwest is great. but this is really potent storm moving into the pacific northwest. s around 70 miles per hour and significant rain. we have threat for severe weather down across the southeast. especially the carolinas and southeast virginia. get ready today for a few tornadoes and strong winds. all right, guys. >> thanks, rick. >> you bet. >> finally, finally, finally, someone responsible for the botched obamacare and healthcare.gov rollout has been fired.

we have been waiting to find out if any shoes were going to drop in this. finally, turns out the company behind it, the corrected company, cgi, the web site builder behind it all has been conditioned. they are being plea replaced with another company with some questionable ties to the government as well. accenture. accenture which is global consulting firm essentially. and it's going to be costing taxpayers $90 million to get this thing going, what this contract for 12 months is going to be. the questionability that you are talking about is they are in a middle of a lawsuit for $60 million for kick backs for hardware and software being used. this was with the federal government, folks. >> i have no idea if they did anything wrong watching what the feds did with jp morgan i have serious doubt whether these folks are guilty or not. the government said they committed fraud. by the government's admission they are fraudsters and now they are

hiring them. the interesting people to get fired are not obama employees but canadian company. contractors. kathleen sebelius is still running h.h.s. >> right to. your point about what they did, it's interesting that they took -- well, allegedly took kick backs. so referencing software, you get brought in on these government contracts and then you tell the government hey you should use this particular piece of technology. you should use this particular piece of software. and then when they actually end up implementing those pieces of software in the government, they get a little money on the side from those companies whose technology they implemented, so it will be interesting to see though they have another month yet they are being canned but still have another month to be up and running. if you don't want to be cynical about it they are the ones that actually built california's medical exchange web site and it's the only one that worked. they actually built it and it didn't have all of the problems that the main government's web site. >> the problem here isn't the software or othe contractor. it's the ideas behind

obamacare. they are essentially unworkable. by the way they are essentially political. as if you needed more evidence. new details about the i had immediate aftermath of the obamacare meltdown which began october 1st when the web site was rolled out. we now know senator mark you yiewddle had someone from his staff call the colorado department releasing numbers said stop it those numbers are wrong. >> not even just get on the phone to call them some saying this is worse than what chris christie did with bridge closures. change the dynamic on how many people were losing their policies on the state was it 250,000? mark udall says it has to be lower than that. go to the public with a much lower number so it doesn't

seem bad. >> he was saying to the "the washington post" was the first one to report that i believe. but, regardless, 250,000 cancellations, the reason that he wanted to create this record know it was the denver post actually who he spoke to. the reason he wanted to correct the record is he said these people, many of them got the cancellation notices but also told that they could get it reinstated, you know, but they would just have to go through that, you know, the hassle of doing all of that regardless though. >> and pay more by the way. >> it's a headache to have to do that though. >> still a cancellation. that's not fudging. >> cancellation and worried about what kind of healthcare you are going to have. what are you going to do for your doctor and if your kid gets sick and you have to go through the paperwork again. >> if it's ridiculous if i steal your car and given you a bicycle instead have i stolen your car or traded vehicles with you you are fine you have another way to get to work. no you stole my car. they cancelled these people's insurance.

mark udall for political reasons tried to prevent them from saying that outloud unbelievable. >> senator udall said our numbers are wrong, they're not wrong. cancellations affected 250,000 people, they want to trash our numbers. i'm holding strong while we get more details. many have already done early reniewlsz, regardless they received cancellation notices. again, come back to that chris christie point members of the g.o.p. are saying this morning these people got fired for closing lanes and causing all the havoc that they closed with the bridge closure. no one has been fired yet. none of these members of his staff have been fired for trying to fudge these numbers same people electric it temperaturing you about science and data and we believe in technology and the facts. the truth is when the facts are inconvenient they try crush people who say so outloud. >> representative cory gartner was on the kelly file with megyn and he said basically this is an abuse of power. take a listen. >> there is a difference

numbers are in and unfortunately far from recovery. shows the unemployment rate dropped to 6.7 percent of in december. employers added only 7 had thousand jobs. that's way below what economists expected and of course hoped for. what's worse. 92 million people have dropped out of the works force entirely so. what does this add up to. here to tell us is economist and university of maryland professor peter morici. thanks for joining us this

morning. >> good morning. >> tell us what the real numbers are should would he be paying attention to the unemployment number in the first place or is there a more honest way to measure the state of employment in the u.s.? >> well, if we look at the percentage of prime working age adults that actually have a job it's gone way down. if we look at the percentage of adults that have given up entirely, it's way up. it's a lousy jobs market so. bad that many people are discouraged and also and have quit participating and many others are working part time say they want full-time work but can't get it. this is very frustrating to those of us. most of us would fall in this category. you want the actual facts, the reality of it. why do we use this fake unemployment number. >> there is no one number that gives you accurate reading. when a doctor does your blood test. for many years the

participation rate did not fluctuate this way. it did not think dramatically. and reasonable indicator where we are it is time shift focus. only added 74,000 jobs last month. that's about half of what we need just to keep up with population growth. >> so the problem and this, i think, has direct bearing on the immigration debate. the problem is not that they there are too many jobs and too few americans. there are jobs americans aren't willing to do. it sounds like there aren't enough jobs. >> well, there actually aren't enough jobs. the president keeps saying let's send more people to college. look at all the college educated people working in starbucks. but, worse, we have more college degreed people working as janitors in the united states than we do engineers? >> that is horrifying. at some point it seems like we are going to need to reassess the basic assumptions we have about the path to success in america. do you think we're going to do that? do you think we are going to

stop telling all of our kids that all of them need to get four year degrees? >> well, either that or we are going to be in the european situation where there are millions of people with four year degrees who simply can't find work. more fundamentally, even if they don't get degrees there won't be work for them. we have to get the economy growing. and mr. obama's policies, president obama's policies are basically redistributing income and so forth. they deal with the symptoms of unemployment. they don't deal with the primary causes which are his policies. excessive business regulation, restrictions on the development of domestic energy. not adequately assisting manufacturers, penetrate asian markets where the real growth is all these things add up to a 7, 8, 10 million lost jobs which would get the economy really cranking again. >> if we can just change the measurement to where people who drop out of the job hunt are counted as unemployed, i would be a lot happier. peter morici, thanks for the clear and plain-spoken explanation of what's actually happening. i appreciate it.

their heads all the time. having too many ct scans can hurt brain development. >> that's the risk for ct scans. when we fall and get injured first reaction is to go to the er to get a ct scan to the brain make sure there is no bleeding. for kids it has a lot of radiation and can damage kids' brain development. that's what we are worried about. especially in kids sings they have so many falls, you worry about it. they get a lot of minor injuries. >> right. >> so you really want to look at whether they are having symptoms. if they are having a lot of changes in terms of their behavior. if they are confused. if they have bleeding. if lose consciousness that might be a reason to get checked out. otherwise, you don't want to automatically jump to getting a ct scan. >> another one ever these tests that maybe necessary is genetic testing which is becoming more readily available. you say it can cause anxiety. >> yeah. it's more the fact that if you are looking for something specific, that's the thing with any of these tests. if you are looking for something in particular it's great to get the test and get more information. if you are not sure what you are looking for it can cause

problems. let's say that you get all this information about what your own genes are are. it can tell you what your predisposed to get in terms it of medical diseases but it doesn't tell you what you actually have. so, in terms of anxiety, you are sitting there always wondering will i develop this disease or not? and that's heavy burden to carry for your entire life, right? because the genes aren't the things that are causing it to develop the disease. it's genes plus your environment. >> it could be helpful to know what to look out for but at the same time having that hang over your head can be debilitating for some folks. >> and for your family, too. if you find out what your genes are then your family members are at risk to develop the same things. they may not be ready to hear all of this. >> next we have the mri of the spine and doing that too often could be unnecessary because we are going to see wear and tear no matter what you say. >> i'm a pain management specialist. low back pain is so common. if people have low back pain for a certain amount of time, let's say six months or not getting better it is important to get checked out and an mri might be useful.

we are going to start out with freezing rain before it turns into regular rain across parts of maine. four semis that have been overturned across that area. so traffic in both directions not going anywhere right now. big dangerous time right there this morning. down towards the mid-atlantic, we will see that pull off towards the east. cloudy day, sometimes the rain will be heavy. down towards the southeast, that rain sometimes will also become severe. we will put this into motion. this is how the rest of the day is going to work out. you will see the front continues to pull to the east. some of the rain heavy will clear things out by this afternoon. across parts of the southeast. tonight a very rainy rainy night all across the mid-atlantic and in towards the northeast. you will notice behind it the temps cooler but certainly not horribly cold that's good news. 19 degrees in chicago by tomorrow morning. that's a lot better than your below zero temperatures. the puppy is going crazy over here, anna. >> all right. thanks, rick. >> hundreds of thousands of techies rushed out to las vegas this week to check out the hottest gangts at this

with nothing else to do but take pictures. that is the message of the latest unemployment report which you can read a bunch of different ways, the unemployment number has gone down. does it mean more people are working? no, it doesn't. the official unemployment rate now 6.7%. experts say the real unemployment rate somewhere around 13%. but here are the numbers you need to know. the number of people actually working, job age people who want jobs but can't find them has grown dramatically. the labor force participation rate is the number to watch. and it spells a real problem for america. >> it's bad news. hit its lowest rate since 197. the fewest jobs added in the united states since 1978. we are now at a real slowdown period. these are the jobs added in october of 2013. 200,000. then in november 241,000. now it has plummeted down to 74,000. but not so fast. some critics say yeah, it's just the cold weather. it was that polar vortex kind of kept people home.

welcome back, 44 minutes past the hour of the target says the personal information of 70 million people could have been stolen in that credit card security breach. 30 million more than they originally set. how does something like this happen and what do you need to know to protect yourself. let's ask security expert morgan wright. welcome back to the show. >> hi guys how are you doing? >> i'm doing well. what do people need to know about this? >> well, clayton, what happened was this wasn't a breach of the internet or online shopping. this was a breach of the actual target information systems itself. somebody was able to capture all the swipe data from the point of sale terminals where you swipe your card when you go to target. this was collecting data at a physical location but probably getting it at one central location. so they got and now that breach is up to probably 110 million according to the latest reports yesterday. so that's credit card data. user rain. email information. addresses, things like that. the whole recipe you need

for identity theft. >> this isn't, you know, educate me on this. my initial thoughts were this is credit cards. just straight from the credit card companies. but it's in between the customer and credit card company. >> absolutely. >> that was breached. nothing to do with visa or american he is express? >> no. >> what happens when you swipe a credit card, target doesn't process the credit cards themselves. they use another party to do all their credit card processing. but it goes through their system. so somewhere between where it was swiped and where it was processed somebody is collecting all of your information from your credit card. >> so do we know who did this and how they did it? >> you know, there is a couple theories out there. i mean obviously somebody is looking to make money from this so there has to be an element of planning and organization behind. this could it be organized crime? on the other hand, there is a lot of thought about whether or not this involves somebody on the inside. because this was not an easy thing to do. not an easy target to hack. they understand they are a target for this. no pun intended. the point about it is that somebody either had to have

a lot of knowledge inside or somebody was able to spend a lot of time outside from inside the network without being detected to do the reconnaissance to be able to plan something like. this fascinating. what should potential victims do? many people went there to shop for christmas presents this year. what should we do first? first thing you have got to do is check your credit -- you know, monitor your your credit card. anything that you use. if you have a debit card. change the pin on your debit card right away. if the bank will allow you, change your account. it costs money to do that it costs the bank something. if you feel have you been compromised do that if you have a debit account i know this is tougher. if your debit card is linked to your mortgage and bill bills. you don't get the same protections that you do with a debit card than a credit card. you could end up losing a the lo of money for a long time until you get it back continue to monitor that. >> good advice when you go through credit card transactions at the counter, don't do it with your debit

card pin hit cancel and go through it the credit card processing at least the credit card companies can protect you, right? >> well, with the debit card you still don't get the same protection as a true credit card. however though, because you are not using your pin, you do -- they are not getting your pin data, they could still take your credit card data. the electronic funds transfer act still limits your liability to $50. but it's going to take you a long time to get the money your money out of the account where if you use a true credit card you are using somebody else's money which is the credit card companies. >> is this just the state of affairs thee days or a way to protection you future. >> this is the snap chat conversation too is there any privacy anymore? what can we do? is this the new normal? >> this is not something that a consumer could have prevented against. all they can do is take action now that something has happened. this is at the level where companies and corporations have a responsibility to protect this kind of data. this is just the tip of the iceberg for target in terms of not just trying to fix

whole process that this is a person who really not only didn't fully prepare for this role as commander and chief, but then failed to surround himself with the people who could have helped him. no one expects a president to go into office to know everything. and i have always said the most dangerous person in the room is the person who doesn't know what he doesn't know. this is a president who doesn't know what he doesn't know. and he surrounds himself with people who don't know what they don't know. and the tragedy of that is when you are dealing with military, you are dealing with the lives of men and women. you are dealing with the peace of the world. this isn't an x box. this isn't a game. this is the real deal. when you commit troops to battle, and you put them in harm's way. you better have a clear understanding of what the implications could be. >> he talks a lot in this book also equal opportunity. goes after a couple people here and presidents. president bush, too. he went after president bush for removing resources from afghanistan into iraq. what did you think of that? >> there was a lot of

criticism during the bush administration because vice president cheney, in particular, kept talking about it and donald rumsfeld even more so about a light footprint, you know, that we want to have more strategic troops but fewer troops. and i think, you know, if you look at robert gates' perspective, it's apparent now, it wasn't apparent then. but it's apparent now that he wasn't necessarily in complete sync with the idea of a smaller footprint. that if you are going to do it, go in and do it tee siively, more like the collin powell model which is go in with overwhelming force. have a clearly defined goal and once you hit it get the heck out of there and don't stay. >> governor huckabee what are the implications going to be in 2016 for example. secretary gates wept after hillary clinton and joe biden. we have this we can tell you. this is an excerpt from the memoir about vice president biden. i think he has been wrong on nearly every major foreign

military, regarding policy that were purely political in namplet people want leaders to believe that the best politics is just practice good policy. let the politics take care of itself. hillary clearly put politics first hoping that if she looked at her political interests then the policy would work itself out. and that's the polar opposite way in which it should be done. but add that to the benghazi issue that she is still going to have to answer for, and, you know, i'm just confident that there is going to be a much more vibrant democratic primary than most people are right now assuming there to be. >> i think that's absolutely right. that's absolutely going to happen. the new jobs report came out yesterday, 6.7% the new unemployment rate. we now know that number dipped solely because hundreds of thousands of americans just stopped looking for work. >> yeah. >> the obama administration, the labor secretary blamed these numbers on 00 weather. it was too cold for people to work. >> well, that's nonsense. and especially because typically in december there

is a jobs spike because you have the seasonal employment. people doing deliveries, people going to be gift wrappers and clerks in the department stores. there is an uptick in the job numbers in december. this was significantly down by almost, you know, 150,000 from what was expected. 74,000 jobs, is dismal. it's pathetic. it's embarrassing. it's really hurtful to people because it means that fewer people even could get a chance. i think what's really frightening, 92 million americans have left the workforce. 92 million. that's like a third of our entire population has just said we're not even going to try anymore. we are so discouraged that there is just nothing out there that we aren't even going to try. that is what i believe is the tell all number here. >> what are they doing? >> collecting unemployment and scrambling and looking at trying to live off maybe occasional cash job. the other part of this when you say 74,000 jobs were

created, how many of those were part-time? how many of those were under jobs. jobs that did not really give a person full-time, consistent employment to put the bread on the table that people need in order to take care of their families. >> and our producers are telling us that half of them are temporary jobs too. what do you say when liberals are trying say baby boomers just retiring. not people hanging up their cleats and getting off the field? >> nonsense. the population growth, nearly the number of people that are being born that are coming into the workforce, we're not even seeing numbers that meet that, that just keep us at status quo. so that's utter nonsense when people say that. >> do these numbers suggest to you that -- immigrants? >> the need for millions of immigrants. >> desperate need. the president says these numbers show we need a lot more workers. >> you ought to tell that to the 92 million americans that can't find work right now and tell them that they are not important, that their families and their ability to get their kids through school and,

agree with that. there is something to be said for some of these really cool gadgets out there. teaching tools for kids. can you read to your kids. they can read. they can listen to the story. i'm a working mom. i last about 10 minutes reading a story to my kid a night. they get one story. maybe with this they get two stories. i think there is the tag readers out there and a lot of different things out there that is really cool. kids are on ipads in kindergarten. i think it's important that we use technology to teach and not necessarily use it as just video games and throwing stuff at them. and i think it's important to look at that. >> i think what we do have to be careful of however is that we have to recognize that our kids, if you are snuggling with your kid at night your kid isn't concerned about the story you are reading. he or she is more concerned with that bonding that connection that they're having with their parents, that physical energy that you are feeling, that love. that's what they're craving. they are not craving the machine, the video, the audio coming from some device telling them the story. they want to be with you. i think we need to keep that

attachment to it because we weren't around when those decisions were made. all we can see is the results. we still have a 15% poverty rate in the country. washington needs to look at all the governments that are anti-poverty. do they promote up ward mobility or long term dependency? >> isn't this what we're seeing? kids saying i don't need to work. i'm going to wonder the mountains and play guitar. i'm living off the government. >> it is. they're accustomed to this entitlement. i didn't have that growing up. get your own insurance. i think they are a bit entitled. how do we change this? motivate them by taking away the entitlements. but get them a job. our poverty rate is 15%. if you have one working person in the household, your poverty rate jumps to 4.6%. instead of letting the poor stay

breaking news out of israel. ariel sharon passes away surrounded by his family at a hospital in israel. conner is live with the latest. >> good morning. sharon was considered one of israel's most famous and controversial leaders in the history of this country. the former special forces commando turned politician was in a coma for the past eight years after suffering a debilitating stroke in the height of his hour as prime minister. he was a controversial leader as a soldier and a politician. he was hailed as a war hero and as a war criminal. he was an early supporter of israeli settlements. later he did a 180 and led a total disengagement in 2005. sharon concluded that he needed to disengage on his own term.

>> welcome back a. huge liam victory more two bronze stars and a purple heart, fired by the u.s. postal service for what they called excessive military leave. if there is such a thing. a federal appeals court ruled the postal service must reinstate sergeant major richard eriksson and give him $2 million in back pay. he was overseas in 2000 when he learned he had been canned. he has been serving this battle ever since, joining us now with his attorney mr. eriksson, you found out you had been fired. what was the justification that the postal service gave you? >> well, i don't know if it's justified, but they said i was fired for excessive military leave. >> so i mean i would think that the postal service as a

quasi-arm of the u.s. government would make exceptions for people zev serving our country and defending our country. that's not the policy? >> you would think it would be the policy. in my case, no, that's not what happened. >> we reached out to the postal service, darlene casey a spokesperson said she would not comment on the ruling or how the post office reached it in the first place. what did you do? you sought legal counsel is that correct? >> i attempted legal counsel at first. it was too expensive. i pretty much had to walk away for a few years. down the road i saw an article about stereo cases and to give them a call. so i did and if it wasn't for the law firm, i wasn't be here today because it's so expensive. >> mr. estes, where are you in this case? it sounds like your client has won. >> yes, we have won several times already. the postal service for reasons we can't seem to understand

continues to fight. the next fight appears to be if regards to what we need to do to make sergeant major eriksson whole and get him the back pay and the benefits that he deserves. >> so have you seen this before? i don't know why, call me naive, i thought it was illegal to fire people, especially from government jobs when they're serving in uniform overseas. is it not? >> it is. and for non-career service members, there is a law the federal lawsuit protects their jobs. it protects them from discrimination. it's not just a policy of federal agencies. it's the federal law and we do see it quite often and more than people know and sadly, not every service member is able to afford legal counsel or find ways to fight back against either whether it's powerful government agencies or other companies. >> so mr. eriksson, are you starting back at the post office soon? >> we'll see what happens. this still isn't over yet.
